At the end of every month the top issues raised on the electronic voting system will be debated by one government assigned official that’s for and ones that’s against and it will be televised. At the end of it the top 50% of the population in regards to IQ scores will vote on the issue and the result will be made law. Only the issues with most followers will be debated, as every issue cannot be debated at once. But eventually all issues will be gotten to starting with the most popular issues.
Now back to jobs. People can instead of the raffle apply for a job that they fit into like a computer scientist if they meet the IQ requirements or pass the exam. If they manage to pass the exam then this does not mean they have the job instead the bottom 10% of the results are placed into jobs that people do not want such as drain cleaning etc. This ensures that those jobs are done while also having the best people possible in each job area. It also shows incentive to the people that failed that when their year of work is up that they can reapply and study harder, or apply for a lower job in terms of education that they can manage. This way is equal and fair, it gives everyone the same opportunities.

Population Control
The Earth’s population is now over 7 Billion, that’s quite a lot and it’s only going to rise exponentially as the years go by until the Earth will be over-run and thrown into poverty as we won’t be able to feed everyone. This will cause the starving people not locked in by borders anymore to start riots and steal, and can you blame them?
China has the right idea imposing a 1 child limit law, this helps to reduce the population by having 2 people subtract into 1 every generation. However this law is not very well enforced.
I propose that when the Earths countries are united under one that every woman will have the right to one child. If they do not want to have children then they can undergo a procedure to make them infertile, now the good part...
Since they didn’t use their token to have the child they can sell it to a family that might want more than the one child they already have, for people that want bigger families. They do not receive money as this does not exist anymore but they receive a portion of the family’s ration points let’s say a lump sum of saved points or a certain amount per week for a predetermined amount of time. This will help limit the population and gives an incentive to not have children while letting people who want more than one child to be able to do so.

However for it to work then the top country in the world in relation to wealth and control will have to be the first one to implement as this will cause a chain reaction to the smaller countries as they will see that joining up and sharing everything will benefit them, however to stop all the poorest countries joining up and depleting the resources first without the support of the other rich countries this stage has to be slow. New countries can only join as long as the resources bringing created is able to support them.
After the majority of Earths countries join then the rest will have to because they will not be able to buy what they need with currency as it worth nothing anymore. Once Earths nations are under one banner the people in power are to be removed and the voting to begin on creating the new government. The resources are to be used equally as defined in my below post and humanity can work to improve the quality of life from there.
Russia tried something like this with Communism but they let the government have greed and corruption as back then they were a poor country so the when the rich and poor were abolished the medium was not very were off so people did not like it, however with a united earth the medium would be very liveable until we improve our situation and impose population limits. Also back then they did not have reliable electronic voting systems so they could not be sure if the people in power were voted in or not, so basically the people in power took the country for themselves. The laws they had also restricted freedom of speech and more, while this system will allow votes so the majority will chose what they want not the few in power.

Determines who does a certain job like drain cleaner to shop assistant for
A year, you can’t get the same job twice in the row. If your physically not
Suited for a job you will be re-raffled. For the jobs that require a smart mind
These jobs last for 5-10 years as you need to get special training for them.
To be in the smart jobs raffle you must reach a certain IQ quota. All learning materials
Will be able for access from the internet so everyone can learn in their own time if they
Want to progress. All food is equal no matter what job you are assigned. You
Receive the same amount of rations points a week and they cannot be traded.
You use these points to buy what you need. Healthcare is free to people that take part in the raffles.
If you refuse them these amenities are not given to you and you will not receive
Ration points. If however you can’t work then that is not your fault so you will get everything
As if you were working, however an assigned doctor will have to make sure this is true every 6 months
Education is mandatory until 15, and if you pass an IQ test you may enter 3rd level education until your 20.
The 3rd level IQ test can be taken once per 2 years in case you fail it.
The government is publically voted once per year and all politicians will be
Independents and not grouped into parties. They themselves will vote on issues
As it is their job to read into the issues and make the right choices.
They will Have the exact same as everyone else so they will want to better the country
And world instead of making more money for themselves as money will be obsolete.
Government watchdogs will also be voted to ensure alliances will not form in the government
